North Downtown Plan
Kendig Keast Collaborative (KKC) partnered with the Houston-Galveston Area Council and Bay City Community Development Corporation to form the North Downtown Plan. At the onset of the project, the community set forth a specific vision for the 12-block study area – a high-quality, mixed-use residential district. The City was losing prospective residents to nearby communities due to its lack of housing and diversified retail amenities. Public input reinforced these concerns, leading a team of planners, urban designers, and real estate advisors to explore multiple design scenarios.
Over a six-month process, the master plan evolved from a highly conceptual bubble diagram to specific development strategies. Public and private improvements were packaged into four phases based on market demand and cost-efficient infrastructure investments. Plan illustrations helped to define the character of proposed design concepts and delineate new uses. As part of a regional planning initiative and federal grant program, the project was tailored to meet local needs while offering transferable recommendations in the areas of transportation, housing, economic development, healthy communities, and the environment.
