The City of Stafford has established a reputation in the Houston area as a business-friendly community. However, when the two major commercial corridors in Stafford began to feel the negative effects of visual clutter and gradual disinvestment, the community turned to Kendig Keast Collaborative ("KKC") for improved design standards. In a coordinated effort between the City of Stafford and the Fort Bend Economic Development Commission, the community charged KKC with developing standards that built upon the unique features of Stafford and provided an attractive business environment. To date, KKC has conducted an extensive analysis of existing conditions along the corridor, with particular emphasis on the design details that dictate character, including building location, height and scale, shape, architectural details, green space, parking and loading, outdoor and accessory uses, and signage.
Interim regulations have been proposed that temporarily quantify and regulate these and other variables while the team coordinates with area leaders to craft a more permanent solution. Additionally, the team developed a three-dimensional computer model to assist in the community vision and present the “before-after” possibilities for the corridor. The study will conclude with community-driven development regulations and design standards, including the potential for performance incentives, to further enhance the corridor’s long-term appearance and economic vitality.
