KKC drafted interim regulations for the City of Zachary, Louisiana, to enhance the character of new residential development while the firm works on rewriting the City's zoning and subdivision regulations.

Zachary is a fast-growing, free-standing city of 12,000 residents located outside of Baton Rouge, LA. After developing a first-ever master plan for the City, Kendig Keast Collaborative ("KKC") was retained to develop an Interim Land Development Code ("ILDC") to implement the concepts set out in the comprehensive plan, including: increasing the range of housing options (e.g., to include “life cycle” housing), maintaining and enhancing existing character, preserving open space, increasing landscaping, and protecting environmental resources. The ILDC principally addresses residential development, but also includes provisions for upgrading landscaping in nonresidential development, particularly in parking lots.

In 2008, KKC followed up the ILDC with an interim traditional neighborhood development ("TND") ordinance to accommodate development of multiple-use and mixed-use projects that are designed in a pedestrian-friendly, “traditional neighborhood” format. The ordinance provides a simplified regulatory approach that is compatible with the East Baton Rouge Parish TND ordinance, but significantly simplified – providing a regulatory tool for dealing with TND projects that were approved in the unincorporated Parish and subsequently annexed into the City.

Both the ILDC and the TND ordinances are drafted in a format that will be easily ported into a permanent land development code, which Kendig Keast Collaborative is now under contract to write.
