| Kendig Keast Collaborative (KKC) was contracted by the City of Altus to undertake the preparation of their Comprehensive Plan. Situated in the far southwest corner of Oklahoma, this community is home to Altus Air Force Base (AFB). While the AFB generates a significant economy in the City and throughout the region, it is facing a periodic review, which could result in a decommissioning and closure. With the prospect of losing its most significant employer – and the heart and soul of the community – the City recognized the need to evaluate its economic position and the importance of being proactive in planning for the future.
The primary components of the plan are land use and community character; transportation; parks, trails, and recreation; growth capacity analysis; community image and design; and implementation. While the community’s population has remained relatively stable in recent decades, there are concerns for such issues as neighborhood integrity and preservation; housing quality and affordability; downtown revitalization; infrastructure maintenance and expansion; and livability features such as adequate parks and open space. Community character was also a significant concern on behalf of the residents, particularly with regard to the attractiveness of the community for economic development, as well as its image and impression on visitors more generally.
The City was cognizant of the fact that its development ordinances might require amendment to accomplish its intentions and overall community objectives. As part of the implementation program, KKC conducted a thorough review and critique of the City’s zoning and subdivision ordinances, identified the modifications necessary to implement the plan, and prepared an annotated outline of new land development regulations..
