| Todd Messenger joined Kendig Keast Collaborative in 2007 and opened its Centennial, Colorado satellite office. Todd has played a lead role on planning and plan implementation projects in Centennial, Colorado (Land Development Code); Edinburg, Texas (award-winning unified development code); Valparaiso, Indiana (award-winning unified development ordinance); Tangipahoa Parish, Louisiana (first-ever comprehensive plan and subdivision regulations rewrite); Moscow, Idaho (comprehensive plan and economic development strategy plan); and Ponca City, Oklahoma (economic development strategy). In 2008, Todd became the KKC's code practice leader.
Prior to joining KKC, Todd had six years of experience as an urban planner and planning law attorney at a nationally-known land use law and planning "boutique" and an additional year of planning experience as the principal of his own consulting firm. His broad and deep experience includes policy analysis (e.g., critical assessments of planning documents and land development regulations); regulatory drafting (both land development code amendments and re-writes); comprehensive, special area, and community redevelopment planning and related public processes; redevelopment due diligence; market analysis; development entitlements; real estate closings; development agreements; and litigation on behalf of public and private sector clients.
Todd does not practice law with Kendig Keast Collaborative, but his experience as an attorney informs his work as planner and regulatory draftsperson. His former representation of both public and private sector clients in planning and land use litigation matters gives him a broad perspective with regard to drafting and vetting proposed regulations: he understands the needs and challenges of zoning administrators, public decision-makers, applicants, and neighbors. Todd's training and experience helps the firm to draft regulations that are consistent with nuanced and complex state planning legislation.
