Expert Testimony & Analysis
Lane Kendig has provided expert witness reports and given testimony for numerous public hearings, depositions, and judicial proceedings in Illinois, Pennsylvania, Wyoming, and Florida. With more than 30 years of expertise in planning, land development regulation, regulatory compliance, zoning administration, and community character evaluation, Lane's analysis and testimony have been valuable resources those parties involved with public hearings. His testimony has been used as advocacy for both plaintiffs and defendants in land use litigation.
Todd Messenger, AICP, has experience as an expert witness with respect to zoning entitlements and development agreements. He has made presentations before decision-making bodies on behalf of landowners, neighbors, and civic groups in support of, and in opposition to, applications for development approval. Todd combines planning and regulatory expertise with six years of legal experience prior to joining Kendig Keast Collaborative, giving him a first-person perspective on the time demands and presentation needs of land use litigators (including Federal Rule of Civil Procedure 26, local rules of court, and various state rules of procedure).
