Kendig Keast Collaborative (KKC) (formerly Lane Kendig, inc.) was selected by the City to complete its Comprehensive Plan. At the successful conclusion of the Plan, the City authorized KKC to continue with Phase II -- the creation of a new Unified Development Code to implement the Plan. Prior to the new Code, the City had a myriad of ordinances pertaining to different facets of land development. These ordinances were assembled into a unified document and codified with the rest of the municipal code. Through the course of the comprehensive planning process, there were a series of recommendations to amend their current ordinances, many of which offered significant change to the past policies and procedures. These changes were supported by the Comprehensive Plan Advisory Committee (CPAC), as well as by the Planning Commission and City Council.
Following the outcome of the Base Reallocation and Closure (BRAC) process regarding Altus Air Force Base (AFB), the City witnessed significant new development activity. With the adoption of the Plan and the changes to the development standards, the City has already experienced drastic improvements to the development review procedures and in development outcomes. The new Code includes provisions for limited uses (permitted administratively upon site plan review), added density and bulk standards (open space ratio, landscape surface ratio, and floor area ratio), building scale and design standards, a housing palette for planned residential development, environmental standards (resource protection, floodplains, and general standards), housing bonuses, and new subdivision and land development regulations. The procedures and decision-making provisions were also rewritten and streamlined.
The City’s new Code is also computerized in KKC’s proprietary software program (ZoningPlus). This allows on-line querying and eased navigation. It also allows the City to regularly maintain and update the ordinance in house.
