Western Development Corporation, one of the top five development companies in the United States, developed a super-regional mall in northern Lake County, Illinois. Lane Kendig, inc. (now Kendig Keast Collaborative) was retained as the local land planner. The task included:
- Site planning for the 2.4 million square foot mall on a 320-acre site having approximately 12 percent wetlands;
- Initiating zoning and annexation arrangements with Lake County and the Village of Gurnee, where the mall is located;
- Conducting fiscal impact studies;
- Leading the development through the Army Corps of Engineers' section 404 permit process (for alteration of wetlands); and
- Creating peripheral parcel development standards.
- Preparing landscaping and site planning guidelines to be used for all of the property's peripheral lots.
Lane Kendig also designed a mixed commercial and residential development on an 80-acre site near the Gurnee Mills Mall owned by Western Development. The project contained over 400,000 square feet of commercial area and 220 apartment units. On both projects, Lane was responsible for conducting the development impact analysis and getting it approved by the Village. The Village required the residential and nonresidential portions of the mixed-use project to be analyzed separately. This was completed and all projects were shown to have a positive tax benefit. Impact and other fees were taken into account.
