In conjunction with its Comprehensive Plan, and Parks and Recreation Master Plan, the City hired KKC to prepare its Downtown Revitalization Plan. General economic development goals and policies include expanding jobs and tax base in the City; maximizing the City’s mid-metro location and cultural heritage; revitalizing downtown; expand ing the City’s economic development capacity; energizing entrepreneurship; engaging and leveraging the greater Lower Rio Grande Valley region; and improving the City’s overall business climate and “place-quality.
