The City retained KKC to prepare a Trail Master Plan, Park Master Plan, and subsequent completion of a Parks and Recreation Master Plan Update. The purpose of the Master Plans is to establish appropriate policy guidance and direction for the gradual, phased development of the park system and community-wide trail network. The plans are designed to provide a compelling basis for grant application opportunities, as well as support the City’s own capital planning and budgeting processes. KKC’s primary technical roles were to assess the strengths, opportunities, and challenges associated with the parks and trails systems; evaluate the existing park and trail inventory and facility conditions; coordinate with other City plans (comprehensive, thoroughfare, parks/recreation, downtown); facilitate the development of both a long-term vision and specific goals and action strategies for enhancement; and outline implementation considerations, including land/easement acquisition tools, design and cost factors, potential partners, funding options, and public information and promotion.
